- Decision dated
- 17 April 2026
- Received by applicant
- 20 April 2026
To the Consular Section,
Pursuant to § 180e of Act No. 326/1999 Coll. on the residence of foreign nationals in the territory of the Czech Republic, I hereby submit this request for reconsideration of the grounds for refusal of the short-stay Schengen visa in respect of the application referenced above.
With the utmost respect for the decision of the consular authority, I respectfully request that it be reconsidered in the light of the additional documents and explanations set out below, which were not previously submitted in full and which, I believe, dispel the doubts that gave rise to the refusal.
I.GROUNDS FOR REFUSAL
According to the notified decision, the refusal is based on two grounds:
- Ground 4 — failure to demonstrate the lawful ability to obtain sufficient means of subsistence for the duration of the intended stay and for the return to the country of origin.
- Ground 11 — reasonable doubts as to the credibility of the statements concerning the applicant's socio-economic situation.
I respectfully request that the following explanations and supporting documents be considered with respect to each of those grounds.
II.AS TO GROUND 4 — FINANCIAL MEANS
I hold accounts with three Armenian banks, with the following balances:
Evocabank
- Term deposit: AMD 20,000,000
Fastbank
- Term deposit: AMD 10,000,000
- Term deposit: USD 80,000
Araratbank
- Term deposit — USD: USD 25,995.39
- Term deposit — AMD: AMD 9,407,709.60
- Term deposit — AMD: AMD 5,428,268.30
- Current account — AMD: AMD 2,292,800.00
The aggregate balances on the above accounts substantially exceed any reasonable expenditure for a short-stay tourist trip to the Czech Republic of four days' duration.
The above term deposits generate a regular monthly interest income which, at the currently applicable annual rates (10.75% — Evocabank; 10.5% and 6% — Fastbank; 9.5%, 9% and 4% — Araratbank), amounts in aggregate to approximately USD 1,466 per month (approximately USD 17,590 per year). A detailed calculation for each deposit is set out on the “Finances” page of the accompanying file.
Attached to this request are the official bank statements and certificates for each of the above accounts, together with the underlying term deposit agreements.
III.AS TO GROUND 11 — SOCIO-ECONOMIC SITUATION
1. Source of income — entrepreneurial activity
Since 2018 and to the present day, I have been engaged in the importation of motor vehicles from the United States and Japan into the territory of the Republic of Armenia, with their subsequent sale on the domestic market.
I consider it necessary to explain the legal specificity of this activity in the Republic of Armenia: Armenian law provides for a special preferential regime for natural persons, allowing them to lawfully import and sell motor vehicles without mandatory registration as a sole trader or legal entity. The relevant state duties and charges are paid upon customs clearance and upon each sale, which is registered through the competent state authority — the State Vehicle Registration Service (the “MRU” / GAI), which issues an official sale-and-purchase contract bearing the state seal.
Over the period from 2018 to the present, I have lawfully imported and sold approximately 90 motor vehicles. For each transaction, the following is available:
- an official sale-and-purchase contract, executed through the state registration authority, showing the sale price and bearing the state seal;
- records of payment of the relevant state duties and charges.
Those documents constitute full and official confirmation of the lawful origin of the funds held on my bank accounts.
At present, five motor vehicles are registered in my name, pending sale. Copies of the technical passports and certificates of title are attached.
2. Explanation concerning the original application
When lodging the original application, I produced my father as a sponsor, believing that the absence of registration as a sole trader or employee on my part was an impediment to the demonstration of independent financial means. Unfortunately, the sponsorship documents were not accepted for consideration.
Accordingly, in this request I present documents attesting to my own financial means and their source, without recourse to a sponsor.
3. As to the previous refusal by France
I consider it necessary to disclose openly that I previously received a refusal of a Schengen visa from the consular authorities of the French Republic. That refusal was likewise based on doubts as to the origin of the funds, because when lodging that application I produced bank statements but did not attach documents evidencing the source of the funds — namely, the sale-and-purchase contracts.
In the present request, and having regard to that prior experience, I submit a complete set of documents attesting to the lawful origin of the funds: sale-and-purchase contracts executed through the state registration authority, and documents showing the current vehicles held in my name.
I remain at the disposal of the Consulate to provide, upon first request, any further documents that the Consulate may consider necessary to dispel any remaining doubts.
IV.TIES TO THE REPUBLIC OF ARMENIA
My settled social and economic ties with Armenia are evidenced by the following circumstances:
- Place of residence. I reside permanently, together with my family, in a four-storey residential house in Yerevan owned by my father.
- Family assets. My family owns a commercial property of 570 m² in the centre of Yerevan, leased on a long-term basis (for a term of 10 years) to the Yerevan City supermarket chain at a monthly rent of USD 15,000 (AMD 5,742,000). That secures stable family income and attests to the deep rootedness of my family in the Republic of Armenia.
- Personal assets. Five motor vehicles are registered in my name, forming part of my current entrepreneurial activity.
- Financial means. All my funds are held with Armenian banks, which attests to my intention to continue my economic activity and life in the Republic of Armenia.
- Entrepreneurial activity. Carrying on the motor vehicle business for eight years (since 2018) requires my continuous presence in the country and is one of the sources of my income.
The foregoing, taken as a whole, excludes any migratory intention on my part. Any breach of the visa regime would entail the loss of significant assets, of the business I operate, and of the family ties I have in Armenia.
V.PURPOSE AND CONDITIONS OF THE INTENDED TRIP
- Purpose: tourism
- Country: exclusively the Czech Republic
- Duration: 4 days
- Initial dates: 5–8 June 2026
Conscious that the examination of the present request may require time, I am ready to rebook the flight and hotel for later dates upon receipt of a favourable decision, and to produce to the Consulate updated bookings at first request.
Medical travel insurance complying with the requirements of Schengen law has been taken out and is attached.
VI.DOCUMENTS ATTACHED
- Copy of the refusal decision of 17 April 2026
- Copy of passport
- Bank statements and certificates: Evocabank, Fastbank, Araratbank
- Technical passports and certificates of title for 5 motor vehicles registered in my name

VII.CLOSING
I respectfully request that the honourable Consulate reconsider my application in the light of the additional documents and explanations hereby submitted. I am available to attend an interview and to produce any further documents as the consular authority may require.
I wish to express my deep respect for the decisions of the consular authority of the Czech Republic, and my hope that the present request will receive careful consideration.
The present request is lodged within the statutory 15-day period running from receipt of the refusal decision, as provided by § 180e of Act No. 326/1999 Coll.
